Trump Threatens EU Tariffs Over Canada Associate Membership Plan

President Donald Trump on Wednesday threatened to impose heavy tariffs on the European Union or restrict trade with the bloc if he considers its proposal to make Canada the EU’s first “associate member” a hostile act. Trump criticized the initiative as “laughable” while speaking to reporters in North Carolina and described Canada as a “terrible trade partner.”

Trump said the U.S. could respond with “very serious tariffs” or stop trading with Europe on various goods if he concluded that the proposal was made with hostile intentions. He added that if the move was made with “good intention,” he would have no objection, but warned that “very heavy tariffs” could follow if he believed otherwise. He did not specify which products could face new tariffs or what criteria would determine whether the EU’s plan was hostile.

The threat came after European Commission President Ursula von der Leyen invited Canada to pursue associate membership in the European Union during her State of the Union address at the European Parliament in Strasbourg on Wednesday. Canadian Prime Minister Mark Carney was present for the speech. Von der Leyen proposed building on the existing EU-Canada trade relationship through a broader partnership covering areas including manufacturing, technology, defense, artificial intelligence and Arctic cooperation.

Von der Leyen said the EU and Canada share common interests involving AI, climate change, defense, the war in Ukraine and democratic values. She also said the partnership was intended to strengthen both sides rather than target another country, describing it as a way to take the relationship between Europe and Canada to the highest possible level.

The proposal did not explicitly mention Trump, his administration or the ongoing U.S.-Canada trade dispute. Von der Leyen nevertheless referred to a “fracture in the international rules-based system,” echoing comments Carney made at the World Economic Forum in Davos earlier this year. She emphasized that the proposed partnership was “not against anyone else, but for our common strength.”

Carney welcomed the EU initiative, praising the bloc for the stability, mobility and economic influence created by its single market. His office said he supported moving beyond the existing Canada-EU free trade agreement toward a stronger and more ambitious alliance. The Canadian government also said closer cooperation with Europe could strengthen the country’s strategic autonomy through collaboration across a broad range of capabilities.

The proposed closer relationship comes as Canada and the United States remain locked in an escalating trade dispute. The U.S. imposed a 50% tariff on $27.6 billion worth of Canadian goods effective Aug. 22, while Canada introduced counter-tariffs of 15%, 25% and 50% on selected U.S. products beginning Sept. 8. The Canadian measures cover sectors including steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics.

The trade conflict has also led the Trump administration to restrict imports of certain Canadian products, including some dairy products, alcohol and motorcycles, according to the source article.
