Ukrainian President Volodymyr Zelenskyy announced on Tuesday that Ukraine has initiated negotiations to join the European Union. This marks a pivotal moment in the country’s path toward EU membership amid its ongoing conflict with Russia. The negotiations, which began with a formal intergovernmental conference, are seen as a significant milestone in Ukraine’s European integration efforts. Zelenskyy described the start of accession talks as a “historic moment,” emphasizing Ukraine’s commitment to fulfilling every requirement necessary for membership.

In his statement posted on X, formerly known as Twitter, Zelenskyy underscored Ukraine’s dedication to the process, highlighting the nation’s resolve to align with EU standards. He expressed optimism about Ukraine’s future within the European Union, noting that this step is crucial for the country’s political and economic stability. The EU, during the conference, reiterated its firm condemnation of Russia’s aggression against Ukraine and pledged continued support to Ukraine. Officials noted that Ukraine is already a close partner of the Union, and they expressed confidence in Ukraine’s ability to meet the stringent criteria for membership.

Ukraine’s journey toward EU membership officially began in February 2022, just days after Russia’s invasion. Ukraine’s application for membership was a bold move, reflecting its strategic pivot towards Europe and away from Russian influence. In June 2022, Ukraine was granted candidate status, a preliminary step that signals the EU’s willingness to consider the country for full membership. However, candidate status does not guarantee entrance; it merely opens the door to a lengthy and complex negotiation process.

The intergovernmental conference that started on Tuesday is just the beginning of this process. According to the Associated Press, substantial negotiations are not expected to begin for several months. During this period, Ukraine will need to align its laws and standards with those of the EU in 35 different policy areas, ranging from environmental regulations to education, culture, and food safety. Each policy area must comply with EU requirements, and each EU government must be satisfied with Ukraine’s progress before the country can advance to the next stage of accession.

Belgian Minister of Foreign and European Affairs, Hadja Lahbib, whose country currently holds the EU’s rotating presidency, praised Ukraine’s efforts in her statement. She acknowledged the challenges Ukraine has faced and commended its determination to undertake necessary reforms. “The road to reach this point has been challenging, and Ukraine’s determination to undertake the necessary reforms has been truly impressive,” Lahbib said. She affirmed that the future of Ukraine and its citizens lies within the European Union.

The EU’s decision to open membership talks with Ukraine and neighboring Moldova, which also began talks on Tuesday, was made in a December vote. Analysts have noted that Ukraine’s admission to the EU would significantly impact Russia, both strategically and symbolically. EU membership would not only provide a “moral boost” to Ukraine in its ongoing war with Russia but also offer practical benefits, such as access to EU grants and funding from the common budget. Additionally, Ukraine could potentially adopt the Euro as its currency, further integrating its economy with those of EU member states.

The timing of Ukraine’s first intergovernmental conference is noteworthy, coming just one day after the EU adopted its 14th package of sanctions against Russia. These sanctions aim to limit Russian revenues and reinforce export restrictions on industrial goods and advanced technology. According to an EU release, the sanctions are intended to send a clear and strong signal of EU unity and support for Ukraine and its people. The ongoing sanctions reflect the EU’s commitment to exerting economic pressure on Russia while bolstering Ukraine’s resilience and efforts toward European integration.
